Some Connecticut residents who meet specific eligibility requirements are paying $0 for their health insurance coverage, thanks to the Covered CT Program created by the State of Connecticut. The Covered CT Program provides health insurance coverage, dental coverage and Non-Emergency Medical Transportation (NEMT) administered by the Connecticut Department of Social Services (DSS). When you apply for health coverage through Access Health CT, we can check to see if you qualify for the Covered CT Program.

If you qualify for the Program, the State of Connecticut will pay your portion of your monthly payment (premium) directly to your insurance company (Anthem, ConnectiCare Benefits Inc. or ConnectiCare Insurance Company Inc.) and will also pay for the cost-sharing amounts that you would typically have to pay with a health insurance plan when you receive care, such as deductibles, co-pays, and co-insurance.

Think you may qualify?  Here are 3 things residents should know about about the Covered CT Program:

    1. You must meet all program eligibility requirements to pay $0 for your health insurance plan. Connecticut residents must:
      • Have a household annual income up to and including 175% of the Federal Poverty Level (FPL) and don’t qualify for HUSKY Health/Medicaid because of income;*
      • Be eligible for financial help, including Advance Premium Tax Credits (APTCs) and Cost-Sharing Reductions (CSRs), and use 100% of the financial help available to you; and
      • Enroll and remain enrolled in a Silver Level Plan for the duration of the plan year.
*If your household income makes you eligible for HUSKY Health/Medicaid, you will not be able to enroll in the Covered CT Program. Medicaid provides comprehensive benefits; please contact DSS for more information.
    2. If you meet the Program’s income requirements, but are not currently enrolled in a Silver Level Plan or are not using all financial help available to you, then you will need to take action to participate in the Program.
    3. Access Health CT is here to help, and all help is free. If you have questions about the Covered CT Program or need help with your application, Certified Brokers and Enrollment Specialists are ready to help. Get help online, by phone or in person.
