Some Connecticut residents pay $0 for their health and dental insurance through the Covered CT Program. This Program, created by the State of Connecticut and administered by the CT Department of Social Services (DSS), offers free health insurance, dental coverage and some Non-Emergency Medical Transportation, such as getting you to and from medical appointments.

Here are three things you should know about the Program:

  1. The Program is only open to those who qualify. When you apply for health coverage through Access Health CT, we can check to see if you qualify for the Covered CT Program.You must be a Connecticut resident, ages 19-64, and:
    • Have a household income up to and including 175% of the Federal Poverty Level (FPL) and be ineligible for HUSKY Health/Medicaid due to your income.
    • Be eligible for financial help, including Advance Premium Tax Credits (APTCs) and Cost Sharing Reductions (CSRs), and use 100% of the financial help available to you.
    • Enroll in a Silver Plan through Access Health CT. You need to stay enrolled in the Silver Plan for the duration of the plan year.

If your household income makes you eligible for HUSKY Health/Medicaid, you can’t enroll in the Covered CT Program. Medicaid provides complete benefits; please contact DSS for more information.

  1. If you qualify for the Program, the State of Connecticut will pay your portion of costs. The State will send your portion of the monthly payment (premium) directly to your insurance company (Anthem, ConnectiCare Benefits Inc. or ConnectiCare Insurance Company Inc.). The State will also pay for the cost-sharing amounts that you would typically have to pay with a health insurance plan when you visit a doctor, such as deductibles, copays and coinsurance.
  2. All health plans covered by the Covered CT Program include the 10 Essential Health Benefits. This means you will have coverage for wellness and preventive services, emergency services, outpatient care, hospitalizations, prescription drugs and more. Your dental coverage will cover cleanings, oral exams, x-rays, and more. More information about the dental benefits and covered providers is available from the Connecticut Dental Health Partnership.
